As global tensions rise and geopolitical landscapes shift, Canada faces an urgent imperative: to modernize its continental defence infrastructure and ensure long-term national security. Canada’s defence policy, Strong, Secure, Engaged, outlines a 20-year funding commitment that will grow annual defence spending to $32.7 billion by 2026–27. This increase reflects a shift toward stable, predictable funding models that include both capital acquisition and sustainment costs. The policy also introduces rigorous third-party costing and lifecycle planning to ensure transparency and accountability.  

In parallel, Canada has signed a landmark defence pact with the European Union, signaling a strategic pivot away from reliance on the United States. This partnership enables Canada to participate in the EU’s €150 billion Security Action for Europe (SAFE) plan, allowing joint procurements and deeper collaboration on military mobility and interoperability. Prime Minister Mark Carney emphasized that this move will help Canada “deliver on new capability requirements more rapidly and effectively,” while also strengthening domestic industries.  

NORAD Modernization and Continental Defence

One of the most critical components of Canada’s defence strategy is the modernization of NORAD. This binational command with the U.S. is central to detecting, deterring and defending against aerospace threats to North America. Canada’s funding commitment includes substantial investments in radar systems, satellite infrastructure and command-and-control capabilities to ensure NORAD remains effective in a rapidly evolving threat environment.  

The Department of National Defence (DND) has also restructured its budget to better support these priorities. By consolidating capital and operating budgets under a single accrual-based model, DND can now plan and execute long-term projects with greater efficiency and fiscal discipline.
