    Richard Moreau

    Richard Moreau is an emergency management professional with over 35 years of experience in military, government and private sector organizations. 

    During his time with the Canadian Forces, Richard was directly responsible for the development of the tools, processes and procedures necessary for command and control of the military assets both domestically and internationally. In 2011 Richard was assigned to Public Safety Canada, as the Chief of the Interoperability Development Office where he was responsible for initiatives including the Action Plan for the Communications Interoperability Strategy for Canada; the concept for the implementation of a Federal Emergency Management Planning System; and the plan to operationalize the Multi-Jurisdiction Situational Awareness System (MASAS).

    As a consultant, Richard has participated in projects focused on interdepartmental and multi-jurisdictional collaboration for stakeholders in the areas of emergency management, defence and security. He joined Calian as the director of Emergency Management in November of 2016, and is an active member of the Canadian Forces Primary Reserve where he teaches at the Canadian Army Command and Staff College.

    Shawn Corrigan

    MADEM, CEM

    Shawn Corrigan is an emergency management professional with over 20 years of experience supporting organizations involved in the most high-risk and high-consequence operations.

    He participated in the response to hundreds of major wildfires as a first responder and in a variety of command positions.  He later transitioned to Public Health Agency of Canada where he helped coordinate Canada's response to a number of emergencies with local to global consequences. Following this time, Shawn was selected to take on a leadership role with Atomic Energy of Canada Limited, where he was responsible for oversight of the security and emergency management programs of a Canadian Class I Nuclear Facility.

    Shawn’s experience is supported by a strong academic foundation, including a Master’s Degree in Disaster and Emergency Management, and Certificates in Organizational Design and Emergency Management Exercise Design. He contributes to development of his field as an emergency management instructor for the Northern Alberta Institute of Technology, and as a mentor for the International Association of Emergency Managers.

    He is based in British Columbia where he is an active volunteer for Royal Canadian Marine Search and Rescue.

  • Scott Davis

    Scott Davis

    MA

    Scott has held leadership roles in municipal and healthcare emergency management for over 18 years concurrent with 4 years as a Sessional Professor of the Emergency Management Graduate program authoring and presenting course content at Fanshawe College.

    His accomplishments include designing and leading the implementation of a complete municipal Emergency Operations Centre renovation, building a community emergency preparedness program brand, leading the preparation for an Emergency Management response to a major outdoor event of 30,000+ participants, authoring Regional and Municipal emergency response plans in an Incident Management System format,  and co-authoring one of Ontario’s first pandemic response plans.  

    He has extensive emergency management and fire prevention experience in primary hospital and long-term care facilities and has a passion for protecting those that cannot protect themselves in vulnerable occupancies.

    Scott is an active graduate of the University of Guelph Masters in Leadership program mentoring new students and continuing his studies to further the understanding of leadership and followership roles in crisis incidents.

  • Ian Becking Profile

    Ian Becking

    Director, Business Delivery

    Ian Becking is the Director of Business Delivery for Calian EM and leads the delivery ofhigh-qualityy services for emergency management clients across Canada.  He has led numerous all-hazards exercises and experiments examining emergency information management and technology for both Calian and International Safety Research since 2013.

    He previously spent 4 years at CAE in Ottawa where he was responsible for developing their Emergency Management business line both in Canada and internationally. Prior to that, he spent 17 years with the Government of Canada in the federal Emergency Management community. At Agriculture and Agri-Food Canada, he developed a training program for both mandated and national level emergencies and developed a national level exercise. From 1995 to 2007 he was an Operations Officer and then managed the digital mapping team within the Government Operations Centre. He participated in the federal response to many national and international emergency events and led the evolution of the use of technology within federal emergency management in Canada. In addition, Ian has been fortunate to be able to have had a full and part time career with the Canadian Army from 1983 to 2013, of which the highlights were commanding 2 reserve artillery units and deploying to Afghanistan
