About this role:

Calian Health is seeking a Preventive Medicine Technologist with an interest in providing health services to Canadian Armed Forces members in their exclusive clinic located on Canadian Forces Base Ottawa.

Public Health Services Technologists possess specialized expertise, knowledge, and skills in the areas of public health related programs. Their main duties include compliance/monitoring activities, inspections, health hazards assessment, complaint resolution and recommending courses of action in accordance with laws, regulations, and policies. Analyzing data, preparing reports, making recommendations, and taking appropriate action are also requirements of this position. The Public Health Services Technologist functions as part of the healthcare team by performing inspections of facilities based on established schedules.

Public Health Services Technologists are required to wear CSA approved footwear.

EDUCATION / QUALIFICATIONS

All Public Health Services Technologists must have:

A Certificate in Public Health Inspection (Canada) from the Board of Certification (BOC) of the Canadian Institute of Public Health Inspectors (CIPHI), along with on-going membership and participation in CIPHI’s Continuing Competencies Program; and

A valid provincial drivers’ licence (while access to DND vehicles and drivers may be provided, Public Health Services Technologists should be prepared to use their Privately Owned Motor Vehicle (POMV).

EXPERIENCE

The Public Health Services Technologist must have experience (which may include time gaining certification) in one of the following. The experience required will be determined by the location/environment in which the Public Health Services Technologist will be expected to work:

with inspections as well as risk assessment, risk abatement, risk communication to mitigate, reduce or eliminate health hazards and applying public health programs, regulations, guidelines and/or legislation;

in-depth knowledge of inspection procedures and regulations in food establishments;

inspect and ensure compliance with applicable regulations of recreational facilities and water, drinking water, personal service facilities and lodging facilities;

respond to and liaise with local authorities on matters involving health hazards, including advising affected population;

experience with investigating and sampling for health hazards involving infectious diseases, air quality, environmental health and water testing;

providing education sessions and opportunities on Public Health matters; and

experience with reporting within provincial and federal ministries.

b) well-developed verbal communication skills, including the ability to deliver presentations; carrying out environmental or public health investigations;

c) writing technical reports, standard operating procedures and briefings in the areas of environmental and public health

d) effective time-management and organizational skills;

e) proficient in the use of computer based applications; and

f) ability to participate in a multi-disciplinary team.

TASKS

The required tasks for this occupational group include the following:

conduct public health inspections for DND and CAF facilities located both on and off Base; verifying compliance for food services, accommodations, potable and recreational water etc. Facilities include, but are not limited to daycares, public pools & spas, cadet camps, armouries, personal services facilities and recreational facilities. The Public Health Services Technologist will be prepared to travel (locally and off base to other work locations within the unit's area of responsibility) in the conduct of their duties.

Communicable disease investigation and reporting;

Provide food safety courses and health hazard briefings;

Conduct compliance inspections;

Conduct sampling to include;

Collect samples, e.g. water, food and surface;

Interpret and analyze sampling data;

Liaise with accredited analytical laboratories as well as government and civilian regulatory agencies; and

Recommend public health measures to ensure workplace compliance with relevant legislation.

f) Prepare and submit public health reports for each inspection to the Task Manager within 15 calendar days of the inspection date. Reports must include:

Executive summary of analysis and recommendations;

Purpose of inspection;

Relevant laws, regulations, and policies;

Sampling results;

Analysis;

Discrepancies observed; and recommendations to senior medical authority on public health matters including associated legislation, regulations, policies and directives.

g) Participate in briefings to senior management;

h) Operate, calibrate and maintain public health sampling equipment;

i) Maintain and order public health related products and consumable supplies;

j) Language of work may be French and/or English, depending on geographic location;

k) Other associated tasks relevant to this occupational group; and

l) The work may be carried out in various environments and the person may be exposed to high noise levels, heat, cold and wet/slippery conditions. Expendable PPE (i.e. ear protection, eye protection) will be provided by DND.

DELIVERABLES

The required deliverables relevant to this occupational group IAW with the required tasks are as follows:

written reports on evidence-based public health programs, policies, standards and guidelines with a description of the organized scientific literature searches and how quality resources were retained and used in the report;

printable education material such as information sheets, brochures and articles that use simple language to communicate health hazards in a practical way;

educational material adapted to military personnel (i.e. PowerPoint presentations, participant manuals) using up-to- date scientific literature;

report on the communicable disease education sessions delivered to health promotion personnel, military health care personnel and/or military members;

written reports that provide recommendations of public health measures; and

written progress reports, the first week of each month, based on the approved work plan.
